Would you agree the State of California has used up its entire carbon-credits allotment for 2010?

Every year they have HUGE fires that take FOREVER to put out -- their carbon footprint is GIGANTIC! Therefore, no one in the state of California should be permitted to cause any additional carbon to be emitted into the atmosphere for 2010.
