Does he see me as a friend or something more?

There's this guy and for all intents and purposes of this question, we'll call him Tom. Tom told me that he likes my friend Jackie. This was about a month ago and things between them didn't work out though it seems like he may still have feelings for her. For the past week he's been texting me and has even called me a few times, just talking about life and getting to know each other. Here's where I got confused, he told me that he loves me like a sister, but with the way he talks to me it sounds like something more could be going on. Like if he really loved me like a sister, wouldn't it be kind of creepy to tell me that I'm "mucho pretty" and that i "looked good today"? That just doesn't sound like something a brother should say to a sister...
