Non-integral exponentiation?

Given a rational base like 3.21 is there any way to raise this to a rational exponent like 4.86 and obtain the answer digit by digit. If not can you prove that no such method exists? A full answer would be much appreciated but so to would any links to exponentiation algorithms for non-integral rational exponents. In fact any answers with method would be welcome.
